SENIOR MANAGER PROJECT PLANNING & CONTROL

Position Summary To lead overall project planning, scheduling, progress monitoring, strategic reporting, and project control functions for marine oil & gas infrastructure projects, including but not limited to dredging, jetty construction, PPU construction works, permitting and regulatory approvals, development of surveillance and communication systems, and associated marine services, covering the full project lifecycle from development, construction, commissioning, to operational readiness and handover.

Key Responsibilities

1. Project Planning & Scheduling
  • Develop, review, and maintain integrated master development schedules, baseline schedules, and detailed project work programs using Primavera P6.
  • Lead overall planning and scheduling activities for:
    • Dredging works
    • Jetty construction works
    • PPU construction works
    • Associated marine civil and oil & gas facilities
    • Other future projects may be assigned
  • Review contractor & consultant schedules, logic sequencing of design deliverables (30%,60%,90%, IFC), resource loading, critical path activities, float consumption, and schedule integrity.
  • Ensure schedules are aligned with project milestones, contractual obligations, engineering deliverables, procurement activities, marine spreads, and construction requirements.
2. Progress Monitoring & Consolidation
  • Monitor planned versus actual project progress across all disciplines.
  • Consolidate progress updates from engineering, procurement, construction, marine operations, commissioning, and discipline leads.
  • Monitor progress performance trends, marine spread utilization, work front availability, and critical execution activities.
  • Identify progress shortfalls, bottlenecks, and performance concerns affecting project delivery.
  • Ensure accurate reporting and forecasting for management and Client review.
  • Perform quantitative schedule risk analysis, including: Monte Carlo simulations, Tornado charts and propose mitigation strategies
3. Delay Analysis & Impact Assessment
  • Perform detailed delay analysis and schedule impact assessments.
  • Analyse project delays arising from:
    • Marine operational constraints
    • Weather downtime
    • Procurement delays
    • Authority approvals
    • Engineering changes
    • Contractor performance
    • Interface coordination issues
  • Conduct critical path analysis, float analysis, and schedule recovery assessment.
  • Prepare mitigation recommendations and impact reporting for management decision-making.
4. Recovery Planning & Mitigation Strategy
  • Develop recovery plans, acceleration strategies, and mitigation measures to minimize project delays.
  • Coordinate with project teams and contractors to establish revised execution plans and achievable recovery schedules.
  • Monitor implementation effectiveness of mitigation measures and recommend further improvements where required.
  • Support Project / RGT-3 PROJECT HEAD in strategic project execution planning.
5. Project Controls, Reporting & KPI Management
  • Prepare and maintain comprehensive project reporting packs for Client and management review.
  • Develop KPI dashboards and project performance reporting systems.
  • Track and report project key performance indicators including:
    • Schedule performance
    • Physical progress
    • Engineering status
    • Procurement status
    • Construction progress
    • Marine spread utilization
    • Risk and mitigation status
    • Critical milestones
  • Prepare executive summaries, management presentations, PowerPoint slides, progress charts, and forecasting reports.
  • Ensure reporting outputs are accurate, structured, and aligned with project control requirements.
6. Risk Management & Forecasting
  • Maintain and continuously update project risk register.
  • Identify potential project risks, schedule threats, and execution challenges from planning and operational perspectives.
  • Monitor mitigation actions and risk exposure throughout the project duration.
  • Support forecasting activities including:
    • Completion forecasting
    • Resource forecasting
    • Trend analysis
    • Progress projections
  • Provide early warning notifications for critical project issues and potential delays.
7. Coordination & Stakeholder Management
  • Coordinate closely with Client, Consultants, Contractors, Marine teams, and discipline leads on all planning and project control
