Specialist, Emergency Management and Business Resilience

We are hiring a full-time, permanent Specialist, Emergency Management and Business Resilience Program position based in Edmonton, AB.As the Emergency Management and Business Resilience (EMBR) Program Specialist, you will be accountable for the design, implementation, and continuous improvement of EPCOR’s enterprise EMBR program, in collaboration with Business Units and Corporate Services. This role requires strong business acumen and the ability to assess organizational risk to develop and maintain a risk-based emergency management and business continuity framework.
Role execution is largely governance-focused, with program delivery achieved through business stakeholders across Canada and the United States, within both regulated and non-regulated areas of the business.
This position may be eligible for EPCOR’s hybrid work program.
What you’d be responsible for
- Supporting the business in the development, maintenance, and continuous improvement of Emergency Response Plans, Business Continuity Plans, and recovery strategies, including governance oversight of Mutual Aid Agreements.
- Designing, implementing, evaluating, and continually improving the EMBR program in alignment with EPCOR’s mission, vision, and values to ensure effective corporate governance and enable consistent Business Unit execution across Canada and the United States.
- Leading the EMBR Working Group, including agenda setting, facilitation, and reporting.
- Influencing, guiding, coaching, and enabling stakeholders at all organizational levels and across multiple jurisdictions to ensure EMBR governance implementation, program maturity, and compliance.
- Partnering with Business Units to conduct EMBR risk assessments and Business Impact Analyses (BIAs) to identify critical services, recovery priorities, and resilience gaps.
- Planning, facilitating, and evaluating emergency management and business continuity exercises (e.g., tabletop, functional, or simulation-based), including after‑action reviews and corrective action tracking.
- Analyzing incidents, near‑misses, and exercises to identify opportunities to reduce risk, strengthen preparedness, and enhance organizational resilience.
- Supporting enterprise incident and crisis management activities, including coordination, escalation support, executive briefings, and post‑incident analysis, as required.
- Monitoring emerging regulatory requirements, legislative changes, and industry best practices related to emergency management, business continuity, and organizational resilience, and assessing impacts to EPCOR operations and governance.
- Contributing to enterprise‑level reporting and decision‑making related to emergency preparedness, response capability, and business resilience.
What’s required to be successful
- Post‑secondary education in Health, Safety & Environment (certificate, diploma, or degree), or a university degree in Engineering, Business, or another related technical field. An equivalent combination of education, experience, and professional designations in areas such as Safety, Emergency Management, Risk, Audit, Project Management, or Asset Management will also be considered.
- 8-10 years of relevant experience in emergency management, business continuity, occupational health & safety, and/or utility or critical infrastructure operations.
- Experience providing senior‑level program leadership or functional oversight, including leading cross‑functional committees, working groups, or enterprise programs; people management experience is an asset.
- Demonstrated experience supporting or coordinating response to major incidents or enterprise disruptions, including crisis management support, executive‑level communication, and post‑incident review.
- Strong working knowledge of Occupational Health & Safety, emergency management, and business continuity legislative and regulatory requirements across Canada and the United States.
- Certification in IC‑S 100 is required; IC‑S 200 and 300 are assets.
- Familiarity with management systems and frameworks (e.g., ISO and COR) is an asset.
- Professional certifications related to emergency management, business continuity, risk, or organizational resilience (e.g., CBCP, MBCI/AMBCI, ISO 22301 Lead Implementer/Auditor, CEM) are considered assets.
- Strong ability to assess risk, analyze data, identify trends and patterns, and present conclusions clearly and succinctly to diverse audiences.
