<b>Summary</b><br><br>This position is part of the Defense Threat Reduction Agency. The incumbent will be responsible for serving as a Team Lead and as an Agency counter WMD/emerging threats subject matter expert assigned to the Plans and Exercises Department. The position leads a team responsible for providing campaign, contingency, and crisis planning support to DoD with priority assigned to the assigned CCMDs.<br><br><b>Duties</b><br><br>Help<br><br>As a LEAD CWMD PLANNER at the GS-0301-15 some of your typical work assignments may include:<br><br><ul><li>Serves as a Team Lead and as an Agency counter WMD/emerging threats subject matter expert assigned to the Plans and Exercises Department. The position leads a team responsible for providing campaign, contingency, and crisis planning support to DoD with priority assigned to the assigned CCMDs. Directly supports execution of DTRA's Defense Agency and Combat Support Agency missions and ensures synchronization of planning efforts related to CWMD and emerging threats, expertly utilizing the Joint Strategic Planning Process, interacting with Executive Level senior Agency and DoD Component leadership, and providing recommendations on major Agency planning, policy and strategy efforts. </li><li>Serves as an Agency expert on strategy, plans, policy, and doctrine, accomplishes broad analytical efforts related to CWMD and emerging threats, upon which DTRA and SI-PL develop plans, strategy, doctrine, and requirements related to the CWMD mission. Provides responsive, interdisciplinary and analytical capability involving broad, undefined and complex issues such as the need for support from the CCMDs, the JS, OSD, or from DTRA leadership on some classified problem facing them. Researches suspected problems areas; identifies key variables or factors; develops practical and innovative solutions based upon knowledge of the Agency's, Directorate's and Department's long and short term goals; and implements the appropriate course-of-action.</li><li>Develops, plans, prepares, coordinates, staffs, and presents DTRA, directorate, department, and division positions on CWMD-related campaign and contingency plans affecting the OSD, JS, CCMDs, DoD Components, Military Services, and Defense Agencies. Prepares and presents decision papers, briefing materials, speeches, and correspondence for senior officials within DTRA, DoD and/or JS, and the US Government Interagency. Oversees and develops procedures to ensure CWMD Plans Team are capable of deploying in support of the CCMDs and other federal departments/agencies in crisis planning and contingency operations.</li><li>Provides direct support during exercises related to the counter WMD/emerging threats mission. Supports DTRA's Joint Training Program to enhance DTRA and CCMD readiness. Attends appropriate joint training and exercise meetings and conferences involving USG Interagency and DoD planners to coordinate CWMD-related scenario elements and plan assessments in order to achieve the Combatant Commander's training objectives. Contributes to development of after-action reports, to include recommended corrective actions.</li><li>Manages/conducts complex special projects, compartmented plans, and assignments for DTRA senior leadership to assist in the overall accomplishment of DTRA mission requirements. Conducts critical research and analysis for highly sensitive or controversial projects that will establish a significant Agency precedent and involve divergent and conflicting views from principal stakeholders. </li><li>Leads a team of civilian personnel and field grade military personnel and oversees the execution of tasks by contractor personnel/teams. Communicates the organization's mission, vision, and values to the team and ensures they are integrated into team goals, objectives, work plans, products and services. Participates in the work of the divisions and assists in identifying solutions, priorities in and organizing to accomplish the work.
