The department issues approximately 40,000 building permits a year and conducts thousands of inspections by local code officials. From its award-winning programs to providing excellent customer service in the office and in the field, DPS’s commitment to its customers is summed up by its tagline: “Your Project Partner.”</p><p><br></p><p><strong>WHO WE ARE LOOKING FOR</strong></p><p>The <a href="https://www.montgomerycountymd.gov/DPS/divisions/commercial/index.html" target="_blank" rel="noreferrer noopener" data-uw-rm-brl="PR" data-uw-original-href="https://www.montgomerycountymd.gov/DPS/divisions/commercial/index.html" data-uw-rm-ext-link="">Commercial Building Construction Division</a> is seeking someone with on-site/field inspection experience related to commercial building, mechanical, life safety, accessibility, energy, or green building projects to join the commercial inspections team as a <a href="https://www2.montgomerycountymd.gov/OHRClassification/download/002215.pdf" target="_blank" rel="noreferrer noopener" data-uw-rm-ext-link="" data-uw-pdf-br="2" data-uw-pdf-doc="">Permitting and Code Compliance Inspector III</a>.  </p><p>This position may be underfilled as a <a href="https://www2.montgomerycountymd.gov/OHRClassification/download/002202.pdf" target="_blank" rel="noreferrer noopener" data-uw-rm-ext-link="" data-uw-pdf-br="2" data-uw-pdf-doc="">Permitting and Code Compliance Inspector II</a>, Grade 21, or <a href="https://www2.montgomerycountymd.gov/OHRClassification/download/002217.pdf" target="_blank" rel="noreferrer noopener" data-uw-rm-ext-link="" data-uw-pdf-br="2" data-uw-pdf-doc="">Permitting and Code Compliance Inspector I</a>, Grade 19. Once the employee is at full performance and meets the minimum requirements of the Proficiency Advancement process, they are eligible for the non-competitive promotion through the series to the <a href="https://www2.montgomerycountymd.gov/OHRClassification/download/002215.pdf" target="_blank" rel="noreferrer noopener" data-uw-rm-ext-link="" data-uw-pdf-br="2" data-uw-pdf-doc="">Permitting and Code Compliance Inspector III</a>, Grade 23.</p><p data-pasted="true">The position conducts and documents inspections/complaints related to commercial building construction projects for compliance with applicable building codes, approved plans, permit requirements, engineering standards, regulations, and guidelines:</p><ul><li>Review and approve building plans. </li><li>Monitor construction sites.</li><li>Inspect buildings/structures to ensure compliance with all related specifications and requirements.</li><li>Work with engineers, other professionals, and Permit Technicians to ensure individual permitting cases are processed cordially and expeditiously. </li><li>Provide written or oral feedback on findings. </li><li>Suggest alternatives to conventional acceptable construction or installation methods or materials thatcomply withcodes.</li><li>Issue violation notices, citations, or stop-work orders for non-compliance or initiate abatement procedures.</li><li>Gather evidence, prepare cases, and testify in court as an expert witness. </li><li>Educate and disseminate technical and procedural requirements to clients, developers, engineers, architects, and other stakeholders through outreach efforts, meetings, and discussions conducted in the office or field. </li></ul><p>This position requires the ability to read and interpret construction plans and specifications quickly and accurately in the field to ensure compliance with the approved plans and applicable codes.<strong> </strong></p><p>Much of the work is performed in a field setting with exposure to the physical demands and hazards associated with construction and other outdoor sites. This work involves walking over rough, uneven, and occasionally slippery surfaces and climbing ladders to access elevated work areas and rooftops. </p><p><br></p><ul><li><p>This position <u>REQUIRES </u>the possession of a valid driver's license from the applicant's state of residence and the ability to drive <u>a county vehicle</u> to attend meetings, transport materials, or perform work at locations outside the office, which include locations throughout Montgomery County.</p></li><li><p>This position designates one that requires filing a Financial Disclosure Statement, and you will be required to disclose information about your financial affairs.  </p></li><li><p>This position requires successful completion of a pre-employment medical evaluation, which includes a physical examination and drug screening.</p></li><li><p>This position requires regular work in an off-site setting and will not be performed exclusively at an MGC office location. Candidates must be able to work effectively and independently in an off-site environment.</p></li></ul><p data-pasted="true"><strong>ALL LEVELS REQUIRED Driver’s License: Possession and maintenance at all times of a valid class “C” (or equivalent) driver’s license from the applicant’s state of residence.</strong></p><p>In addition to the MQs from the PD/Class Spec, if the minimum qualifications from the Classification Specification do not fully describe the needs of your position, add the relevant areas of experience below:</p><p><strong>LICENSE: </strong></p><ul style="margin-bottom: 3pt;"><li>Possession and maintenance at all times of a valid Class "C" (or equivalent) driver’s license from the applicant's state of residence when required for job-related duties.</li><li>Certification (applies to all levels): State of Maryland HVACR Inspector Certification within six (6) months of employment – failure to obtain will result in termination.</li></ul><p><br></p><p><strong><em>If under-filled at the Permitting & Code Compliance Inspector-I, Grade 19:</em></strong></p><p><strong>Education and Experience:</strong> Completion of high school or possession of a High School Certification of Completion recognized by the State of Maryland and three (3) years of experience in a technical/professional field appropriate to commercial building construction.</p><p>OR</p><p>Graduation from an accredited college or university with a bachelor's degree in civil engineering, or related field is preferred and one (1) year of experience in field appropriate to commercial building construction.</p><strong>Equivalency:</strong> An equivalent combination of education and experience may be substituted.<br><br><br><p data-pasted="true"><strong><em>If under-filled at Permitting & Code Compliance Inspector-II, Grade 21:</em></strong></p><p><strong>Education and Experience: </strong>Completion of high school or possession of a High School Certification of Completion recognized by the State of Maryland and five (5) years of experience in a technical/professional field appropriate to commercial building construction. </p><p>OR</p><p>Graduation from an accredited college or university with a bachelor's degree in civil engineering or a related field is preferred and one (2) year of experience in a technical/professional field appropriate to commercial building construction. </p><strong>Equivalency:</strong> An equivalent combination of education and experience may be substituted.<br><br><br><p data-pasted="true"><strong><em>If filled at Permitting & Code Compliance Inspector III, Grade 23:</em></strong></p><p><strong>Education and Experience:</strong> Graduation from an accredited college or university with a bachelor's degree in an appropriate engineering, technical, or professional field, such as Civil Engineering or Construction Management, and three (3) years of experience in an appropriate area, of which one year must have been in a code compliance/enforcement capacity.</p><p>OR</p><p>Graduation from high school or High School Certificate of completion recognized in the State of Maryland, and seven (7) years of experience in an appropriate field, of which a minimum of one (1) year must have been in a code compliance/enforcement capacity.</p><strong>Equivalency:</strong> An equivalent combination of education and experience may be substituted.<br><br><br><p data-pasted="true"><strong>Certifications: </strong>The Department of Permitting Services maintains a list of current Department-required certifications for employees classified at the Permitting and Code Compliance Inspector III level. </p><p>The required certifications for this level are listed below:</p><ul><li>NFPA certifications related to commercial building, OR</li><li>ICC certifications and/or Plan Review certifications related to commercial building, OR</li><li>Licensure as a Professional Engineer (PE); OR</li><li>Registered Architect (RA).</li></ul><br><p data-pasted="true">All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated "Qualified," placed on the Eligible List, and may be considered for interview. Preference for interviews will be given to applicants with experience in the following:</p><ul><li>ICC orNFPA Certification related to any aspect of building inspection or plan review. </li><li>Experience reading and understanding construction plans.</li><li>Experience enforcing codes and regulations relating to building/construction activities. </li><li>Experience conducting on-site commercial building inspections.</li></ul>
